2025年6月9日,肯尼亚共和国驻华大使馆与联合国妇女署中国办公室在北京联合国大楼联合举办 “务实‘北京+30’行动:通过性别响应性政策与实践,推进数字革命与减贫领域,共促性别平等和妇女经济赋权”高级别对话。此次会议是将联合国妇女地位委员会第六十九届会议(CSW69)上通过的《政治宣言》转化为实际行动的重要里程碑。
本次对话汇聚了超过70位来自政府、使馆、民间社会组织、私营部门和妇女组织的多方代表,共同探讨肯尼亚、中国等国家如何落实《北京宣言》和《行动纲领》,以加速促进性别平等与妇女经济赋权。

联合国妇女署中国办公室代表安思齐(Smriti Aryal)表示:“要实现性别平等以及《2030年可持续发展议程》的目标,我们仍需付出巨大努力。我们承受不起任何新的倒退——2025年必须成为关键的转折点。为了在最后五年的冲刺阶段加快实现《2030年可持续发展议程》、《北京宣言》与《行动纲领》所承诺的目标,各方更需携手采取协调一致、具有深远影响的行动。”

本次对话重点介绍了肯尼亚在推动性别平等方面的开创性经验。肯尼亚通过宪法保障、国家平权行动基金(NGAAF)提供定向资金支持,以及设立妇女代表推动政治参与,构建了一套系统性的平权模式。该模式推动出台了多个性别响应性政策和项目,包括《妇女经济赋权政策》、“妇女企业基金”、“能力基金”、“青年企业基金”以及“政府采购机会获取计划”(AGPO)等。
对话还强调了肯尼亚在包容性教育政策,包括“重返校园政策”和《学生复学国家指南》,以及旨在解决无偿照料不平等、推动照护责任共担的《国家照护政策》。
肯尼亚驻华使馆副大使丽奈(Amb. Lynette M. Ndile)表示:“肯尼亚始终致力于推动经济赋权、教育机会平等和性别平等,这一承诺不仅契合‘北京+30行动议程’,也为全球合作提供了切实可行的实践范例。通过此次活动,我们呼吁各方持续将政策转化为行动,共同加速这一通往性别平等的共同征程。”
中国在帮助超过4400万农村妇女脱贫、消除义务教育性别差距方面的经验也在对话活动中得以展示。目前,女性占中国劳动力的40%以上,占科技行业接近一半的比例,中国的相关政策为数字时代的性别响应性发展提供了宝贵的经验和启示。
本次活动旨在:
-加速落实《北京宣言》与《行动纲领》及“北京+30行动议程”;
-促进肯尼亚、中国及其他国家之间的南南合作、南北合作与知识交流;
-加强政府、民间社会组织、私营部门与国际组织之间的多方合作伙伴关系;
-突出可推广、可借鉴的促进性别平等与妇女赋权策略。
本次对话在行动呼吁中圆满落幕,号召各方利益相关者深化协作,切实采取具体行动,全面、有效、加速推动《北京宣言》与《行动纲领》的落实,尤其是根据“北京+30行动议程”加以践行。
“北京+30行动议程”由联合国妇女署根据各国国家报告和区域审查成果提出,是涵盖六大优先领域和一个跨领域赋能要素的协调承诺框架。其中包括:确保妇女和女童共享数字化发展成果,以及通过投资社会保障体系和优质公共服务,解决贫困问题,惠及所有人群。

Kenya and UN Women China Convene High-Level Dialogue to Advance Gender Equality and Women’s Economic Empowerment
Beijing, China & Nairobi, Kenya – 9 June 2025 – The Embassy of the Republic of Kenya in Beijing and the UN Women China Office co-hosted a high-level dialogue titled “Delivering on the Beijing+30 Action Agenda: Advancing Gender Equality and Women’s Economic Empowerment through Gender-Responsive Policies and Practices in Digital Revolution and Poverty Alleviation.” The event, held in a hybrid format at the UN Compound in Beijing and online, marked a key milestone in the global effort to translate the Political Declaration adopted at the 69th Commission on the Status of Women (CSW69) into action.
The dialogue brought together over seventy government officials, development partners, civil society, private sector leaders, and women’s networks to reflect on how countries like Kenya and China are implementing the Beijing Declaration and Platform for Action to accelerate gender equality and women’s economic empowerment.
Smriti Aryal, Country Representative of UN Women China, emphasized, “Significant efforts are required to achieve gender equality and bring us closer to the 2030 Agenda for Sustainable Development. We cannot afford another setback – 2025 must be our turning point. To accelerate implementation of the BPfA and the 2030 Agenda in the final five years, coordinated, high-impact action across all stakeholders is more critical than ever.”
The event spotlighted Kenya’s pioneering model of affirmative action, which integrates constitutional mandates, targeted financing through the National Government Affirmative Action Fund (NGAAF), and political participation via Women Representatives. Kenya’s approach has enabled the development of gender-responsive policies and programmes such as the Women Economic Empowerment Policy, Women Enterprise Fund, Uwezo Fund, Youth Enterprise Fund, and the Access to Government Procurement Opportunities (AGPO) initiative.
The dialogue also highlighted Kenya’s education-inclusive policies, including the Return-to-School Policy and the National Guidelines for School Re-Entry, as well as the National Care Policy, which addresses the unequal burden of unpaid care work and promotes shared caregiving responsibilities.
Amb. Lynette M. Ndile, Deputy Ambassador of Kenya to China, stressed, “Kenya’s ongoing commitment to economic empowerment, educational access, and gender equality, offers a strong framework aligned with the Beijing+30 Action Agendas and a practical model for global collaboration. Through this event, we urge everyone to continue translating policies into action so that we may accelerate progress on this shared journey toward achieving gender equality.”
China’s experience in lifting over 44 million rural women out of poverty and eliminating gender disparities in compulsory education was also featured. With women comprising over 40% of the national workforce and nearly half of the tech sector, China’s policies offered valuable insights into gender-responsive development in the digital age.
The event aimed to:
- Accelerate the implementation of the Beijing Declaration and Platform for Action and the Beijing+30 Action Agenda;
- Promote South–South, south-north cooperation and knowledge exchange between Kenya, China, and other countries
- Strengthen multi-stakeholder partnerships across government, civil society, the private sector, and international organizations;
- Highlight scalable and replicable strategies for advancing gender equality and women’s empowerment.
The dialogue concluded with a call to action for all stakeholders to deepen collaboration and commit to concrete steps that will ensure the full, effective, and accelerated implementation of the Beijing Declaration and Platform for Action – particularly through the Beijing+30 Action Agenda.
Developed by UN Women based on national reports and regional reviews, the Beijing+30 Action Agenda outlines a framework of coordinated commitments across six priority areas and one cross-cutting enabler. These include ensuring women and girls benefit from the digital revolution and addressing poverty through investments in social protection and quality public services for all.
